FSSAI Regulation Approval Flow

STEP 1
Expert Committee (EC) Recommendations
Recommendations prepared by the Expert Committee are submitted to the Scientific Panel for technical evaluation.
STEP 2
Scientific Panel Review
The Scientific Panel comprising of 9 food scientists from different government organisations and institutions evaluates the recommendations.
STEP 3
Scientific Committee
The recommendations of the Scientific Panel are examined by a Scientific Committee comprising:
  • Chairpersons of FSSAI's 21 Scientific Panels
  • Six independent members
STEP 4
Food Authority Approval
The endorsed recommendations are submitted to the Food Authority.
🔁 If major changes are required, the entire procedure is repeated.
STEP 5
Ministry of Health & Family Welfare
Once approved by the Food Authority, the Draft or Final Regulation is sent to the Ministry of Health & Family Welfare for approval.
STEP 6
Draft Regulation
If it is a Draft Regulation:
  • Published for public comments.
  • Comments accepted within 60 days.
  • The complete approval process is repeated before final notification.

STEP 7
Final Regulation Route
If it is a Final Regulation:
  • Sent to Legislative Department
  • Ministry of Law conducts legal vetting
  • Final Ministry approval obtained
FINAL STEP
Final Step
Approved regulations are published in the Gazette of India for implementation.
